VARA issues guidance on Dubai Virtual Asset Issuance Rulebook
VARA has published detailed guidance and illustrative examples addressing virtual asset issuance categories, whitepaper requirements, risk disclosures, licensed distributors and excluded virtual assets.
VARA published Guidance on the Virtual Asset Issuance Rulebook on 9 April 2026. The material includes topic-based guidance and practical examples covering Category 1 and Category 2 issuances, the use of licensed distributors and excluded virtual assets.
The guidance also addresses whitepaper requirements and risk disclosure statements, helping issuers understand how the rulebook may apply to different issuance structures.
